CSE promotes sexual counseling, information or services to minors without parental consent.

Targeting “young people” (defined by the UN as ages 10 and up):

“You should find out whether there any centres [where you can access information and health services] . . . near to you where you can go without needing the permission of your parents or guardians.” (IPPF, Healthy, Happy and Hot, for HIV-positive young people, p. 16)

Targeting “youth” (defined by the UN as ages 15 and up):

Parental involvement or spousal consent laws that prevent young people from seeking sexual and reproductive health services” should be removed. (IPPF, Exclaim!, for youth)
